Support for those impacted financially
  • Courage Fund of up to $1,000 for affected lower-income households whose family member(s) have contracted COVID-19 or are on Stay Home Notice, mandatory Leave of Absence or Home Quarantine Order
  • $18m top-up to the Invictus Fund to support Social Service Agencies that maintain services to help the vulnerable
  • Dollar-for-dollar matching on eligible donations, capped at $250,000 per charity

  • SG Cares Community network, comprising Government and community support agencies, to better support vulnerable families

  • Workfare Income Supplement: Up to $4,000 a year for lower-income Singaporeans
  • Workfare Skills Support: $500 award per full qualification for lower-income Singaporeans from July 2020

Giving every child a good start

Affordable and quality pre-schooling

  • Monthly household income ceiling for Additional Subsidies increased for childcare and infant care from $7,500 to $12,000 each, and amounts are also higher across all eligible income tiers
  • Lower-income families pay $3 a month for full-day childcare at anchor operator preschools
  • KidSTART programme to reach 5,000 more children from needy families by 2023, up from 1,000 children today

Support for students with special education needs

  • More Special Education (SPED) Schools to be set up over the next five years
  • Peer Support Intervention Programmes will be extended to all mainstream schools

Support for students from disadvantaged families

  • UPLIFT to deepen school-community partnerships to support students from disadvantaged families
Higher financial assistance for students
  • A Singaporean child will receive over $180,000 of education subsidies by the time they turn 16
  • Higher annual bursaries for students across all education levels
  • Higher transport and school meal subsidies for primary, secondary and pre-university students
  • Higher education bursaries, from $148 million to $198 million per year
  • ITE students from low-income households will get a 100% tuition fee subsidy

  • New digital platforms for online teaching and learning
  • All secondary school students to own a digital learning device by 2021

Housing grants for first-timers

  • First-timer families can get up to $80,000 in grants for BTO flats, and up to $160,000 for resale flats

Support for public rental households

  • Public rental households can receive personalised advice from the Home Ownership Support Team on the grants and schemes to apply for

Home Improvement Programme (HIP)

  • About 55,000 flats built between 1987 and 1997 will be selected for HIP
  • Under HIP, essential improvements (e.g. repair of spalling concrete, and replacement of pipes and sockets with clothing drying racks) are fully funded

Energy-efficient households

  • 1 to 3-room HDB households will receive $150 vouchers to buy energy-efficient refrigerators and $50 vouchers for water-efficient shower fittings

Electric vehicles

  • 45% off Additional Registration Fee rebate, capped at $20,000
  • By 2030, up to 28,000 chargers will be available at public carparks, up from about 1,600 today

HDB Green Towns Programme

  • Reducing energy consumption with solar panels and smart LED lighting
  • Recycling rainwater with Urban Water Harvesting System
  • Reducing ambient temperature with cool paint and more greenery
