An Education System For All Singaporeans To Fulfil Their Potential

From 2015 to 2019, over $64 billion has been invested to ensure that all Singaporeans, regardless of their circumstances, have access to opportunities.

Every child will have a good start in life, with higher investments and subsidies for preschools. From 2020, parents will pay less for preschool as subsidy amounts increase across all eligible income tiers. More households can also qualify for the Kindergarten Fee Assistance Scheme (KiFAS), with the rise in household income ceiling from $7,500 to $12,000. By 2025, 8 in 10 children will have a place in government-supported preschools, up from 1 in 2 today.

All Singaporeans will have the best chance to fulfil their potential, with opportunities for our children to develop their strengths in different areas. Children now have the space to explore their interests and strengthen their holistic development with the removal of mid-year exams in Primary Three and Five, and Secondary One and Three.

We will continue to support lifelong learning at every stage of Singaporeans’ lives. Subsidies for SkillsFuture SG supported courses and Professional Conversion Programmes ease career transitions and enable Singaporeans to enhance their employability. More places in work-study diplomas and Higher Nitec programmes for working adults also provide greater flexibility in their pursuit of learning. Spending on bursaries for diploma and degree courses are to increase by $45 million each year, and more subsidies will be available to support Singaporeans in upskilling and reskilling opportunities at Institutes of Higher Learning and private training providers.
